I think you can move this to Tineoidea. I think this will turn out to be something in the family Tineidae.

Pre-Tortricid
I think it MAY be a Burdock Seedhead Moth
Metzneria lappella. But, at the very least it's a pre-tortricid.
Apparently it's considered a pest.
