Polistes cf. fuscatus, female (KY)
Somewhat dark specimen for metricus but within range of variation. One can't be 100% sure that it is not fuscatus.

Paper wasp
This is a paper wasp, genus Polistes, perhaps Polistes fuscatus. (Species identification is tough on these.)
