Is this an insect gall? I think that it was on Rosa multiflora.

This is not M.F. Rose, but a Rubus. It's a Blackberry Knot Gall created by tiny wasps, probably Diastrophus nebulosus.

 
Pehaps the host is R. allegheniensis...
There is some of that in the area where I found the gall. Thanks, Dennis for that ID!
