Could it be argiope aurantia?

Size: 1 cm or less
In Haiku, Maui, elevation 1300 feet, subtropical. around 11 am. small - like 1 cm or so. I didn't measure. It is weaving on a rosemary leaf - this gives a size indicator.

Looks more like a Neoscona,
but we don't know your fauna, sorry

 
N. theisi?
iNat indicates that N. theisi is the most abundant Neoscona species on the islands. This observation looks about right for that species.
