P. clemensella
This is a good match for
Phyllonorycter clemensella
as depicted and described in Braun's 1908 revision (viewable
here
). The larva does in fact feed on sugar maple.

That was my first thought, but I can't find any examples of
Phyllocnistis
with a big 'pom-pom' on the head like this.
Incidentally, are you sure about this one? The pattern and mouthparts are very different from the others:
