This is a good match for Phyllonorycter clemensella as depicted and described in Braun's 1908 revision (viewable here). The larva does in fact feed on sugar maple.

That was my first thought, but I can't find any examples of Phyllocnistis with a big 'pom-pom' on the head like this.

Incidentally, are you sure about this one? The pattern and mouthparts are very different from the others:
