I'm going with 3545 – Acleris minuta – Yellowheaded Fireworm Moth
Based on pinned specimens at mpg

I agree. I have yet to see one of these in my home state of Pennsylvania, but I've found numbers of them near Warren Grove, NJ, which isn't too far from you. Nice moth!
(The head shape rules out Acleris.)
