aquatic mites
I asked a mite-guy and this is what he said: Aquatic mites, I have seen these on stable flies, when they emerge from damp spots, like a ditch. I think it is phoresy, although they may parasitize as well.

Suggestion
What photo editor are you using? Photoshop elements has lighten shadows feature that might bring out a little more detail in the dark areas of the fly. I'm not sure if that would help any of the dipterist ID your fly but it might.
