Moved
Per a friend who is an authority on the group.

Moved from Torymidae.

Torymid confirmed…
The well-formed parapsidal sutures, swollen hind coxae, and extruded ovipositor indicates a female torymid.

See reference here.

Moved for expert attention
Moved from Ants, Bees, Wasps and Sawflies.

There are some similar critters in Torymidae.

However, that's just a guess on my part. The experts will be able to say for sure.
