Dicolonus simplex
This is a rather common robber fly (Sf. Stenopogoninae: Tribe Echthodopini)in spring and early summer on the extreme southeastern part of Vancouver Island and the Gulf Islands in the Strait of Georgia (British Columbia) but it is restricted, more or less, to Garry Oak meadows and adjacent open Douglas-fir woods in this area. It ranges south to California.

 
Robber Fly ID
Thank you Rob for the great info. Have had a few robber flies about the place and look forward to photographing a few more.
