I think this may be Thevenetimyia californica. It was nectaring on flowers of Eriodictyon (Turricula) parryi ... as was the similar looking bee fly in Hartmut's post here.

I saw this bee fly a short while after photographing the one in this post. They're different individuals (this one has a tear on the inner edge of its left wing).
