Heptageniid
I hate to disagree with Roger, but this is a female heptageniid, possibly Stenacron. (The related side view makes that clearer.) Are you sure about the 25mm size? I suspect that 15mm (body length) might be more likely.

Hexagenia
It's a female imago mayfly, of family Ephemeridae, genus Hexagenia.
