We can wait for an Odonate specialist,
but we would say those paraprocts lock in Lyre-tipped

If we had seen this here in Chicago
we would say Lestes unguiculatus. Don't know if you have other ones that look similar out there. Nice view of the Lyre-shaped paraprocts.

 
Dragonflies of Washington
only shows L. congener, L. disjunctus & L. dryas. BUT in the written section it also mentions L. forcipatus & L. unguiculatus. I'm willing to go for that species if you are.
