This is certainly not a Dusted Skipper. It appears to be an Amblyscirtes but dammed if I know for sure which one this is in Carolina. It could be just a very unusual Pepper and Salt Skipper.

White line above eye, white spot at base of hindwing below are characters that fit dusted skipper.

How about...
I thinks it is one of the Roadside skippers (Amblyscirtes sp.) as well.
The "checkered" alternating dark and light pattern along the wing margins always makes me think of this genus. That's about as far as I get!
