I would guess these are C biretta based on the small conical bit in the middle. C inflata is also possible; seeing the internal structure would have confirmed.

Might possibly be...
immature Caryomyia lenta.

Host plant
Any chance this was really a white oak leaf? There are no known galls like this on hickory, but some identical ones on white oak.

Definitely Hickory. I just checked my photos and I have a photo of the entire leaf.
