Size: 13 mm
Washed ashore onto a beach at a lake. I originally thought it was dead, but about six hours later, it started to crawl around.

I agree...
...with Dicerca caudata based on the shape of the pronotum (widest at base).

Possibly Dicerca caudata but
Possibly Dicerca caudata but let's wait to move it till a buprestid expert can take a look at it.
