These look like Epicaerus species to me, but I can't figure out how to get any further with an ID.

Myllocerus undecimpustulatus undatus Marshall, the feared voracious Sri Lanka weevil.

 
Voracious is right!
I've never seen so many scalloped leaves on what's normally a pretty pest-resistant plant (Conocarpus erectus, described in one guide as "a virtually indestructible tree that has few insect pests").
Thanks for the ID; now that I see other comments on this species, I notice those yellow-tinted heads...
