Size: Approximately <1 cm long
I lifted stones in the garden till I found something that stayed still long enough to photograph. Any help on the id is appreciated.

A male. The dark markings on the legs are pretty light, which might point to Euborellia cincticollis, but that might be from the flash and/or from editing/lightening the image to bring out details. E. cincticollis would have more segments in the antennae and the pale segment would be the fourth, rather than the third from the end

I compared with my original pictures and don't think my editing has affected the color of the leg markings much, which was rather subtle. Though you are right that flash certainly could of, but I also notice there appears to be some variation in how dark the markings are. See these:


Though the antenna certainly seems to match Euborellia annulipes over E. cincticollis as you say.
Are there any in this genus besides these two in my area?

 
Just those
Those are the only Euborellia species said to be established in California. I'm still a little uncertain: if it weren't for the antennae, I would lean just a little toward E. cincticollis, but I don't have the depth of experience needed to go beyond what I find in the keys.
