Chrysops sequax Williston
The specimen shown is probably Chrysops sequax Williston. The wing pattern is right and Arkansas is within the distribution range of the species. The wing pattern is distinctive.

Definitely neither
of the 2 species you name!
shermani
has a 'diluted' wing pattern; in
vittatus
the hyaline triangle does not reach wing margin.
