Of the two red species in California, the stout infrapetiolar keel pegs this one to M. hunteri. I can't address the matter of flight time - lacking any experience with this as a living ant.

Subfamily Myrmicinae - winged queen
A nice, but somewhat puzzling specimen. Bright red color, size and overall outline seem to suggest Manica sp., but this is no by no way a conclusive ID. Here in the Alps, Manica rubida is among the earliest swarming species - between late April and early June according to altitude - so this doesn't match at all with this autumn-swarming one.
Hopefully Dr Trager will know.
