Weird
Appears to be Chironomidae but not any subfamily of Chironomidae. It looks like a female (short, thick body and broad wings). Only a few subfamilies have females with that many antenna segments, and they all have an M-Cu crossvein that I can't see here.

Do you have any other pictures?

 
I thought it seemed weird...
This is the only shot I got, unfortunately, but I just replaced it with a full-resolution version in case that helps. If my lens was set to the lowest magnification, this was 3.5 mm long, but I suspect it was half that.
