Looks like a male with its horn broken off.

 
The horn could be broken off,
but i have seen a number of specimans from around here with the same horn formation. They probably were all minor males.

 
i think those sawed-offs horns are of non-traumatic nature
i suspect they are just minor male's insignia --cf.(1) description.
minor males of C. lunaris (Europe's commonest sp.) sport head armature that looks more or less like this one's
