I found this in the grasses in a semi wet area.

Philaenarcys bilineata, prairie spittlebug

Spittlebug
This looks like an adult spittlebug, family Cercopidae. They are more compact than most sharpshooters and leafhoppers (Cicadellidae), and cicadellids have a very obvious row of uniform-length spines along the hind legs. Cercopids have one or two spurs near the end of each hind leg.
