Resembles the genus Psix…
The black head and body, glossy eyes, what appears to be a black 5-segmented clava (other antennal segments brownish), a long T2 segment, brownish legs, a ridged mesoscutellum, and an elongated ovipositor suggest this group. These are hemipteran egg parasitoids.

Psix
I just saw your comment yesterday.

It does look somewhat similar, but I don't think thats it. There appears to be only one species of Psix recorded from North America, and it doesn't appear to match my specimen. Psix seem to be fairly well sculptured, and mine is relatively smooth and shiny. PDF of the Psix revision can be found here.

I spent some time looking at it and using Ashmead's 1893 key (yeah I know its outdated), it keys to Telenomus/Phanurus. The latter appears to have been synonymized with Telenomus.
