Chalcid Wasp - Adelencyrtus

Chalcid Wasp - Adelencyrtus
Mobile (Dog River), Mobile County, Alabama, USA
February 4, 2012
Size: 1.5mm
Looks like a Chalcid wasp, with those long tibial spurs. From this view, I can't see any halters, but those big fly-looking eyes are throwing me off. Thanks for any help.

Question
The guide page says "a single species in our area" so...

Either Epitetracnemus ...
.. or a genus near to it.

Guide Page
Apparently, Anabrolepis was treated as a synonym of Epitetracnemus by Noyes and Hayat (1984). They suggested that in the future they should be considered synonymous, as the two genera are not easy to distinguish. Would you please review the tentative guide page I created and see if everything is correct for this Chalcid? Anything I should add? Thank you.
Robert
