crawling bug on concrete - Isotoma

Size: 2mm approx
we just purchased our house and with the mild winter we are not sure if this a normal outside bug or something we should be on the lookout for pest-wise. There is a swarm by the side garage door as well as all over the concrete foundation (parging) on that same side and in the plastic of the windows to the basement as well.

springtails
Those are springtails. Others might be able to narrow the ID further.

Springtails....
They can sometimes swarm due to certain weather conditions, especially in spring. They like damp environments, and feed on fungus, mold and algae that forms in those environments. They usually disperse after a bit, and don't cause any damage. "Snow Fleas" are an example of a swarming Springtail.
