but Apocrita: note contriction of body, reduced wing venation. May be Braconidae or Ichneumonidae,

Pamphiliidae
or web-spinning sawfly family is what this looks like to me based on photos in Marshall's book, "Insects: Their Natural History and Diversity."

It does seem to have two pairs of wings...
so it's not a fly.
