When I first photographed this I figured it was a species of Trirhabda. It was found on a car window in a city park near the shore of Lake Tahoe, and in the middle of the town of King's Beach.

But, upon trying to key it, everything pointed to Xanthogaleruca luteola. Measurements of the 3rd and 4th antennae segments (using Photoshop) indicate the 3rd is slightly longer than the 4th...though they appear nearly equal. The two short, dark medial stripes at the bases of the elytra, the frontal dark spot on the head, and the city park habitat all reinforce an ID of X. luteola.
