I did not collect it, so I don't have a length. I added a closeup of the male terminus.

 
Well
The most likely animal is E. grandis. From your genital shot and from coloration. E. leucocoma does not have the black dorsal segment marks. E. bicolor is similar but the shape of the genitals looks wrong. E. grandis was taken by Bromley in Uvalde county in 1933 on the 11th of August.

Not Efferia albibarbis, though probably in same sp. group (male genitalia much more slender in ablibarbis).
