so far i've only seen these on my orange & keylime tree...no clue what they are or where they come from...they don't move...& are wedged in the edges of the leaves...are these related to scales?...or some other bug?...or plant related?...i need to get rid of these things but i don't know if i buy a pesticide or something for plant diseases

I'm the opposite of an expert,
so you should really wait for one to come along, but ... I looked up a Katydid ID earlier in the week and the Modest Katydid happens to lay its eggs like that, inserted in the leaf edge. There may be other insects that do that, or you may have something different, I can't say.

Until an expert comes along, an on-line search for "modest katydid eggs" might offer you a view of other leaves that look somewhat like yours.
