Further review...
In consultation with "Beetles of the Pacific Northwest" M. Hatch, Part III. pg. 100. I'm leaning towards Elodes impressa, which seems to fit the descriptions more exact. Will await others opinion, and expectise. Thanks Gary.

looks like a Scirtid but like in your case, not like anything I've seen out here before.
