Chironomidae; Orthocladiinae; Psectrocladius; Psectrocladius platypus.

ID for this specimen to species Psectrocladius platypus was provided by BOLD Systems via DNA. DNA for this specimen is a solid 100% to 98.91% match with several specimens of this species, both larva and adults, at BOLD.

Orthocladiinae?
I think Orthocladiinae. The legs are odd, with strong spurs/spines on the tibiae and last segments of tarsi apparently expanded.

Probably not platypus
The gonostylus of Psectrocladius platypus is much shorter than the gonocoxite. The gonostylus of spinifer, like this fly, is nearly as long. I will move to genus for now. Most of the species of Psectrocladius have not been barcoded.

 
Name fits
The name is suitable ("flat foot"). However, spinifer Johannsen was described from California, matches the appearance as far as can be told from these photos, and would be the senior name if they are the same species.
