Cynipid?
I wouldn't rule out gall wasps, either. Hopefully someone like Richard Vernier can chime in. I can barely keep up with the aculeates it seems:-)

Definitly Cynipoid
I agree with Eric Eaton. This is definitly a Cynipoid - the lateral view shows the wings are tatterd. It is probably a Cynipid, but could be a Figitid. I can understand the confusion with other Hymenoptera.

There are also various other Hymenoptera interactive keys. These are in various stages of refinement, but the Cynopoid key has been used quite a bit and seems very accurate.
