Not Sage
My best (but still not very certain) guess is Blackbrush (Coleogyne ramossisima. Although there are true sages (Salvia spp.) in California, the plant usually known as sage in that area is the Great Basin Sagebrush (Artemisia tridentata). Blackbrush and Sagebrush look sort of similar, but the phytochemistry is wildly different
