Found in a roadside marshy ditch.

Kathy Biggs only lists
one firetail for California and it has a patterned thorax and no black on the abdomen. This looks like the another image of your previous post of Amphiagrion abbreviatum - Western Red Damsel. Looks like it might be the lighter colored female, but we can't see the ovipositor in this image.
