I thought maybe it's a Saddlebag but it just doesn't have the right markings, perhaps it's a female. I don't know.

had time for a close look
The abdomen shape - not constricted behind S3 - and the wide extent of black on the hind wings make this a Mantled baskettail, E. semiaquea
