It is a Tibicen sp.
It's either T. canicularis or T. linnei (or possible hybrid?). Your area is known for suspected hybridization between and among a few species.
There can be considerable overlap between these 2 taxa, but I lean towards "canicularis" in this case.
Although there is some bowing of the forwing margin, the "distinctive" wing shape (bowed costal margin) typical of northern linnei is usually better pronounced than seen here.
