The short white hairs on the gaster differentiate this species. Females typically seek out wood-boring beetles such as buprestids. Nice find. These chalcids can be quite large - if you recall the approximate body length, please add this info.

Thanks for confirming the ID, and for the extra info.
It was being followed around by a fly. There were bore holes,or maybe chewed holes. in the plant around where it was. The fly seemed to be sucking up fluids from them. I uploaded a photo showing this.
