First for Bugguide
This is a net winged midge, family Bephariceridae. Notice the M2 vein that is hanging in the open and the large anal lobe of the wing (also, crane flies have two anal veins). This looks like an Agathon sp., but it could also be Bibiocephala, both of which have 4 radial veins. Great picture!
