This caterpillar was one of dozens (maybe over a hundred) that were in my neighbour's pine tree (not a fir or spruce but a real pine). They were situated mostly at a "V" where branches met a stem and were devouring the tree's needles. He was concerned they were going to kill the tree, so he sprayed to get rid of them. I took this one to photograph.

Balsam Fir Sawfly
Probably Neodiprion abietis. Lots of info on the web if you use the Latin name in a search. Larvae are green until ready to go into cocoon, then they turn brown. They eat mostly firs and some spruce, but even severely infested trees will not die from them. One generation a year. Adults fly in August and September and lay eggs in the side of the needle. Eggs over-winter and hatch out next spring. Some Western abietis look completely different, but they all cross-breed in the lab. So, technically they are all called Neodiprion abietis complex.

Looks like a sawfly larva to us. Knowing they were eating pine will be a great help in their identification. It narrows down all the possible candidates to just a few pine sawflies. Maybe Jackie will know exactly which one.

Looks like 7 pairs to me too, but the books say eight.
