What are they? - Rhopalomyia glutinosa

These varied in size from a few millimeters to a few centimeters. Are they insect galls? They look like they had just been made and they were all over this one bush. Could be on rabbitbrush but I'm not sure of the shrub - no leaves.

Moved from Unidentified Galls. These are Rhopalomyia glutinosa, the largest ones of this species that I've seen. I'll add the species page later.

Ericameria galls
Gagne (1) lists two midge galls on Ericameria, and these aren't either of those. At least two species of Gnorimoschema also make galls on Ericameria, but I don't know what they look like. There may be other possibilities too.

Shrub is indeed rabbitbrush
... Ericameria nauseosa with characteristic white "felt" on stems.
