I believe the hairy, basally-thickened, parallel and nearly touching antennae here are a distinctive character of the genus Conophorus. Wing venation matches Conophorus fenestratus ...compare with:

From the fact that the eyes meet at the top of the head, this is a male. Female Conophorus have eyes well-separated. (This eye-separation character often, but NOT always, distinguishes the sexes in Diptera.)
