I've picked up a couple species here in Butte County and I don't think we can get you a species ID from this photo. As for the perching on plant behavior, I've seen this occasionally. I suspect this beetle was preparing to fly is all.

Incidentally, didn't you post a similar photo a year or so ago? I can't seem to find it, though. Maybe I'm misremembering.
