That's exactly what she is

So will she
molt and get larger wings or are some females short-winged? She's very close to 1 inch long

 
She is indeed a last instar nymph, and will molt soon
She will have normal long-wings. No short-winged adults in this species. The difference in size between males and females in this species is more striking than most.

keep her going to her molt

 
My limited experience with these
is that they are picky eaters, at least in captivity. Try Atriplex and/or Suaeda, they definitely seem to like shrubby Chenopods best, and those are the genera I find them associated with the most often. I had good luck feeding Atriplex canescens when I brought some nymphs home.
