I'm thinking one of the Sphaeromiini midges, only does not look like any on BG. I find little info on web. Thanks

Size?
How long is the wing? (+/- .2 mm)

Estimated
Get's a little tricky, with the plane at a angle to the sheet. Measuring in PhotoShop, I estimate the wings ~3.5mm

Don't know
Wrong size for the most similar species I know of. If it has spines under the last segment of each foot it is Sphaeromiini.

Up-Date
I caught another, last night, and measured actual length of wing of that specimen at 4.6mm.
