Agapostemon, I presume? - Agapostemon splendens

I'm assuming A. splendens based on range and general appearance. My question is about the structure just in front of the wing. It looks almost like a tapeworm or something coming out of the "shoulder." Is that a normal anatomic structure and I've just missed noticing it?
