Cauchas dietziella
Definitely a moth. Much too early in the year for the micropterigid. It would be the right timing for Eriocraniidae adults, but this definitely isn't any of the eriocraniid spp. that are possible for Wisconsin. The only call that fits is Cauchas dietziella (Adelidae), as seen here.

The antenna seem too long for a Microcaddisfly. This insect was also smooth and sparkly and not fuzzy. I could be wrong, though. I should post another photo with a side view. I'll do that now.
