I'd say this belongs in the Neuroptera.

I know nothing about wing venation...
but the head keeps making me think Neuroptera too. What family would it be, though?

Maybe Coniopterygidae
but teneral or just lacking the "dust" for whatever reason. The venation looks very similar.
