I think this is a damselfly, maybe in Coenagrionidae? It was hanging around many kind of planted flowers.

It looks like an Enallagma species. Females can be very difficult to identify and this could be one of a few species.

I see what you mean by difficult to identify, I feel clueless trying to narrow it down further. I'll move this to Coenagrionidae for now in case someone more knowledgeable happens to come along.

is the purgatory of damselflies from which few emerge...... :-)
