For the experts, the pointed body, black, and the short wings, may help you to let me know what this is. Its the only shot I managed to get of it.

Coelioxys (Boreocoelioxys) rufitarsis Smith
note angled T6 diagnostic for females of this species; this species is known from Vancouver Island whereas the similar (but with less angled T6) C. octodentata is not. Dark legs are typical of NW populations of this species (see Baker, 1975)

Cuckoo leafcutter bee
This is a female Coelioxys, family Megachilidae. They are parasites of Megachile leafcutter bees. You can ID these easily by the conical abdomen, sharply pointed in females, terminating in a crown of teeth in males.
