I thought this was a pondhawk, but the markings on the tail seem a bit different...so now I'm not sure.

Yes, this is Eastern Pondhawk (recently declared to be a subspecies of Common Pondhawk. Common Pondhawk is another new name that combines the former Eastern and Western species into a single species).

There's really nothing else around that looks like this.
